In a ceremony both traditional and historic, U.S. Coast Guard Cmdr. Joseph Loring relinquished command of Marine Safety Unit Savannah to Cmdr. Amy Beach on Thursday morning, introducing the Savannah maritime community to its first female Captain of the Port.
Beach reports to Savannah after serving as Chief of the Prevention Department at Sector Long Island Sound in New York, where she oversaw homeland security and U.S. and international inspection operations, investigations and waterways management for Connecticut and Long Island.
She has served in a variety of marine safety assignments in Portland, Philadelphia and Baltimore.
Loring’s new assignment has him reporting to Coast Guard headquarters in Washington, D.C.
“It seems as if I was sitting where Amy is now about three minutes ago, certainly not three years,” Loring said. “I feel sure she will feel the same way when her time comes to leave.”
Loring said he is leaving a unit that not only has succeeded in its missions, but has excelled.
“I couldn’t be prouder of this group,” he said.
Among the reasons for that success, Loring said, were family support, partnerships and people.
“Our partnerships across the maritime community are unbelievable,” he said. “It’s something I’ve never seen anywhere else. And the people of MSU Savannah are the best I’ve ever worked with.
“You are an awesome crew, and it’s been an honor to serve with you,” he said to the platoon standing at parade rest.
Loring’s commanding officer, Capt. Ric Rodriguez of Coast Guard Sector Charleston, thanked him for his service in Savannah.
“Cmdr. Loring has led this unit with pride, professionalism and confidence,” Rodriguez said.
“Joe, you’ve met every challenge and never faltered,” he said. “Yours will be big shoes to fill, but you should know that Cmdr. Amy Beach is admired, respected and revered by her peers, subordinates and supervisors alike.
“SMU Savannah is in capable hands.”
Rodriguez presided over the change of command ceremony as first Loring, then Beach read their new assignment orders.
“Being commanding officer of MSU Savannah is such a cherished assignment – and not just for the location,” Beach said “It’s the people and the reputation this unit has throughout the Coast Guard.
“It is with immense pride, a fair measure of confidence and great humility that I assume this command. I am being entrusted with this organization’s treasure its people and, as such, with their welfare.
“While I have been given the responsibilities of command, I also have the obligation to lead,” Beach said. “To the best of my ability I intend to lead this unit, not just command it.
“My success with be measured by my people’s success and the degree to which each of us takes personal responsibility to bring the best out in each other. I will strive to continue to make Marine Safety Unit Savannah the envy of the Coast Guard.”
